DRIVING LICENSE:-

A valid Driving License, issued under the Motor Vehicles Act 1988, is an essential document to drive a motor vehicle in any public place in India. In the State of Kerala driving licenses are being issued by the Motor Vehicles Department through its 17 Regional and 42 Sub Regional Transport Offices. One should have proper authorization in the license to drive specific class/classes of vehicle he intends to drive.

ELIGIBILITY CONDTIONS:-

If you are between 16 and 18 years you can apply, with the written consent of your parents, for a driving license to drive a Motor Cycle below 50cc.

If you are 18 years or more, you can apply for a driving license to drive a non-transport vehicle.

If you are 20 years or more and having one year driving experience in non-transport vehicles, you can apply for a transport vehicle driving license. A pass in 8^th standard is an additional condition to get a transport vehicle driving license. You will be exempted from one year driving experience if you need a transport vehicle Driving License only to drive Auto-Rickshaw.

Vehicles using for hire or reward are classified as transport vehicles and others are classified as non-transport vehicles.

LEARNERS LICENSE:-

On submission of the application you will be required to undergo a computer based Learner’s test. Your knowledge on Road Rules and Regulations, Signals and signs, Road manners, defensive driving etc will be tested.

Facility for practicing the test is provided in this site; and also in the Information kiosk in the office.

A Learner’s License, valid for six months and valid throughout India, will be issued to you on passing the test. If you fail in the test you can reappear for re-test on any of the coming working days on paying fee of Rs.30/-

Date for Road Test will be mentioned in the Learner’s License. The Learners License cannot be renewed.

DRIVING TEST:-

Holder of a learner’s license for more than 30days can only appear for driving test. You should produce the application along with the learner’s license in the ground mentioned in the learner’s license on the date and time prescribed in it.

Driving test is conducted in two parts. First part is ground test and the second is road test. In the first part your efficiency in controlling the vehicle will be tested. An 8 track is made for testing part I for two and three wheelers; while an ‘H’ is made for testing the four wheelers.

In the second part your skill in driving will be tested.

If you pass both the parts you will be issued an acknowledgment coupon on the spot and the Driving License Card will be send to you within a week.

Forms and Documents required

Form1 – If you are below 50 years and applying for non-transport driving license, use this form for self declaration of physical conditions.

Form1A- If you are 50years or more and applying for non-transport driving license, or you are applying for a transport vehicle driving license, you should obtain a certificate from a general medical practitioner about your physical condition Form1A.

Form2- Application for Learner’s License (you should fill up)

Form3- Learner’ License form- (you can fill up some columns)

Form4- Application for Driving License (you should fill up)

Documents: Eye Test Certificate shall be obtained from an ophthalmologist.

Attested copy of proof of residence, proof of age and proof of citizenship (Election ID card, Ration Card, School Leaving Certificate, passport etc)

Whom to Apply

You should file your application for driving license with all the above documents along with appropriate fee, before the Assistant Licensing Authority of the region where you reside.

Fees

Fee for each class of learner’s license Rs. 30

Fee for each class of driving test Rs 50

Fee for Driving License Rs 200

Service Charge Rs 50

Fee for authorisation for Transport Vehicle Rs 100

eg: Fee to be paid for obtaining a non transport vehicle driving license

Single class (30 + 50 + 200 + 50) = Rs 330/-

Two classes (60 + 100 + 200 + 50) = Rs. 410/-

The fees can be paid at the concerned Regional/Sub Regional Transport office in cash.
ADDITION OF CLASS OF VEHICLE:-

A person holding a driving license for Motor Cycle may similarly apply for addition of a light motor vehicle at any time. A person holding a driving license for Light Motor Vehicle may however, apply for addition of the class of Medium Motor Vehicle or Heavy Motor Vehicle only after he has held the license for light motor vehicle for a period of one year. In such cases the applicant should undergo the course of training in driving and produce a Certificate in form No.5 issued by a Driving School or establishment.

3. Application in Form No.8.4. (a) Form No. 1(Self declaration as to the physical fitness for Non-Transport
vehicles only).
(b) Form No. 1 A (Medical Certificate-for Transport Vehicles only).

6. A driving Certificate in Form No.5.
7. Fee receipt for Rs.50/- for each class of vehicle and Rs.280/- for Card license and Rs.50/-Service charge.
RENEWAL OF DRIVING LICENSE:-
An application for renewal shall be entertained not more than one month before the date of expiry of the license. If the application is late for more than five years after the date of expiry of the license, the applicant should undergo all the formalities to obtain a fresh license. If the application for renewal is made previous to, or not more than 30 days after the date of expiry of the license, the renewal will be made with effect from the date of its expiry. If the application is made more than 30 days after the date of expiry of the license, the renewal will be made with effect from the date of receipt of proper application. In such cases a fee of Rs. 250/- + Rs.50/-will be realised.

INTERNATIONAL DRIVING LICENSE:-
International Driving Permit will be issued to an applicant who holds a valid Indian License and who is a resident of India. The application shall be made in Form IDP or in writing to the RTO within whose jurisdiction the applicant resides, specifying the countries to be visited and the duration of stay etc.

DRIVING LICENSE PROCEDURE

Q. What are the legal requirement when a person is actually learning to drive a motor vehicle?
Ans:
1. He must possess a valid learners licence.
2. He must be accompanied by an instructor holding a valid driving licence for such vehicle and the instructor must be sitting in such a position so as to control or stop the vehicle.
3. In front and rear of the vehicle there shall be a painted or plate/card affixed with letter “L” in red with white
background.
4. Above painting on the vehicle or card shall not be less 18 centimeter square. The letter “L” shall not be less than 10 centimeter high, 2 centimeters thick and 9 centimeters wide at the bottom.
5. A person while receiving instructions or gaining experience in driving a motor cycle (with or without a side car attached) shall not carry any other person on the motor cycle for the purpose of receiving instructions as mentioned above. 

Q. What is the extent or validity of learners licence? 
Ans. The learners licence is valid throughout India . Its validity is for six months. 

Q. Is a learners licence renewable? If yes, for what period? 
Ans. Yes. For further period of six months. 

Q. What are the formalities for the renewal of learners licence? 
Ans. Application in Form no. 2, duly completed along with the renewal fees.

Ans. Inspector of motor vehicles. 

Q. What is the syllabus for driving test? 
Ans. The applicant shall satisfy the person conducting the test that he is able to:-
a) Adjust rear-view mirror.
b) Take suitable precautions before starting the engine.
c) Move away safely and smoothly straight ahead at an angle, while at the same time displaying proper signal for the on coming traffic and also engaging all gears until the top gear is reached.
d) To change to the lower gears quickly from the top when the traffic conditions warrant such change.
e) Change quickly to lower gears when driving downhill.
f) Stop and restart the vehicle on the steep upward incline making proper use of the hand brake or of the throttle and the foot brake without any rolling back, turn righ and left corners correctly and make use of rear view mirror before signaling.
g) Overtake, allow to be overtaken, meet or cover the path of other vehicles safely and take appropriate course of the road with proper caution giving appropriate signal.
h) Give appropriate traffice signals at appropriate time, in clear and unmistakable manner by hand or by electrical indicator fitted to the vehicle.
i) Change the lanes with proper signals and with due care.
j) Stop the vehicle in an emergency and otherwise, and in the latter case, bring it to rest at an appropriate course on the road safely, giving appropriate signals.
k) In case of a vehicle having a reverse gear, driving the vehicle backwards, reverse it into a limited opening either to the right or left under control and with reasonable accuracy.
l) Cause the vehicle to face in the opposite direction by means of forward and reverse gears.
m) Take correct and prompt action on the signals given by traffic signs, traffic lights, traffic controllers, policemen and take appropriate action on signs given by other road users.
n) Act correctly at pedestrian crossing, which is not regulated by traffic lights or traffic police, giving preference to persons crossing the road.
o) Keep well to the left in normal driving.
p) Regulate speed to suit varying road traffic conditions.
q) Demonstrate general control of the vehicle by confident steering and smooth gear changing and braking as and when necessary.
r) Make proper use of the rear view mirror before signaling, beginning manoeuring, moving away, altering the course to overtake, turning right or stopping.
s) Use proper side when driving straight, turning right, turning left and at junction of the road.
t) Make proper use of the accelerator, clutch, gear, brakes (hand and foot), steering and horn.
u) Anticipate the action of pedestrians, drivers of other vehicles and cyclists.
v) Take precaution at cross roads and on road junctions with regards to:-
i) adjustments of speed on approach.
ii) Proper use of rear view mirror.
iii) correct positioning of the vehicle before and after turning to the right or left.
iv) avoidance of cutting right-hand corners.
v) looking right, left and right-hand and right again before crossing or emerging.
w) Concentrate in driving without his attention being distracted and to demonstrate the presence of mind.
x) Show courtesy and consideration for the safety and convenience of other road users, such as pedestrians, drivers of motor vehicles or cyclists.

RULES & PROCEDURE FOR DRIVING LICENSE

Q. What happens to candidates who have failed in driving test or retest?
Ans. Failed candidates can appear for the test only after 7 days on payment of test fees. 

Q. Can any applicant who has been tested and passed by testing officer be required to be retested by Licensing Authority?
Ans. Yes, and only those who pass in retest are finally declared passed by Licensing Authority. 

Q. When can a licence be issued? 
Ans. When a person has been finally declared passed in driving test, he can be issued Driving Licence. 

Q. What is the extent and validity of the driving licence? 
Ans. Driving licence is valid throughout India for a period not exceeding 20 years or till the applicant attains 50 years of age, whichever is earlier. For the applicants who have attained 50 years of age, validity is for 5 years. In case of transport licence the validity is 3 years. 

Q. Can the applicant aggrieved by refusal order of learners licence or driving licence prefer an appeal? If yes, to which authority? 
Ans. Yes, the appellate authority is Transport Commissioner. 

Q. Within how many days the applicant aggrieved by refusal order for the grant of a learners licence/driving licence can prefer a appeal?
Ans. Within 30 days of service of refusal Order.
