PRE-REQUISITES FOR LIGHT MOTOR VEHICLE AND A/R DRIVING LICENCE:

These are the following pre-requisites laid down by the Regional Transport Office for issuing a driving licence:

AGE LIMIT

The candidate should be above 18 years of age to apply for a Light Motor Vehicle licence  For Heavy Motor Vehicles, the candidate should be above 20 years of age and should be atleast educated upto 8th standard of school, and have 1 year old Light Motor Vehicle or A/R Driving licence.  For Autorickshaw Vehicle (Transport Licence), the candidate should be above 20 years of age.

DOCUMENTS

AGE PROOF :- School Leaving Certificate, Birth Certificate, Passport. ADDRESS PROOF :– Election Card, Passport, Rent Bill of house, Registered rent agreement with Police verification. PHOTOES :- Five Copies passport size (5cm x 6cm) photos. TRANSPORT OR SERVICE LICENCE:- School certificate not less than 8th standard. Note: All the above documents are required in original and photocopy.

FINAL TEST (R.T.O.)

Final test will be conducted by the R.T.O. after completion of 30 days from the date of issue of learning licence

We accept Cash, Draft or Cheque. Always Follow Traffic Rules & Regulations. Always keep your Driving Licence, Vehicle Documents, Insurance & Puc while driving. Please keep photocopy of your driving licence aside in safe place.

RULES AND REGULATION

• Fees can be paid in easy interest free instalments and by cheque also.
• Atleast half the fees are to be paid in advance of enrolment.
• No payment should be made without official reciept.
• Sundays will be observed as holiday, but students are requested to attend theory classes from 10 am to 12 pm.
• Rs. 100 will be charged if the student fails in the final test or remains absent on test day.

• Candidates who have already taken training elsewhere on temporary licence and desirous of obtaining a permanent licence, may approach us for thier driving ability test. In such cases minimum quotation will be given by us to them for obtaining permanent licence.
• During the course of training only 15 days leave will be allowed under unavoidable circumstances, and after six months the student will be treated as new comer.
• No training will be given on test days.
• No candidate will be allowed in a car without an attendance.
• Complaint books are available in respective offices if a student has any grievance or suggestion he should make use of the same. For further particulars please write, meet in person or contact on phone.
• All rights are reserved with the school.
• Under any circumstances the account of a candidate must be clear within 15 days from the date of enrolment.

First aid is the initial care given to an injured person. Mostly, this timely care prior to the arrival of the medical help means the difference between life and death. It must start immediately when the injury or illness occurs and continue until medical help arrives or the casualty recovers.

The basic aims of first aid are:

1. To save life.

Critical four minutes: One of the most common causes of a road accident death is due to loss of oxygen supply. This is mostly caused by a blocked airway. Normally it takes less than four minutes for a blocked airway to cause death.

The ‘golden hour': The first hour after the trauma is called the ‘golden hour'. If proper first aid is given, road accident victims has a greater chance of survival and a reduction in the severity of their injuries.

DRIVING LICENSE PROCEDURE

Q. What are the legal requirement when a person is actually learning to drive a motor vehicle?
Ans:
1. He must possess a valid learners licence.
2. He must be accompanied by an instructor holding a valid driving licence for such vehicle and the instructor must be sitting in such a position so as to control or stop the vehicle.
3. In front and rear of the vehicle there shall be a painted or plate/card affixed with letter “L” in red with white
background.
4. Above painting on the vehicle or card shall not be less 18 centimeter square. The letter “L” shall not be less than 10 centimeter high, 2 centimeters thick and 9 centimeters wide at the bottom.
5. A person while receiving instructions or gaining experience in driving a motor cycle (with or without a side car attached) shall not carry any other person on the motor cycle for the purpose of receiving instructions as mentioned above. 

Q. What is the extent or validity of learners licence? 
Ans. The learners licence is valid throughout India . Its validity is for six months. 

Q. Is a learners licence renewable? If yes, for what period? 
Ans. Yes. For further period of six months. 

Q. What are the formalities for the renewal of learners licence? 
Ans. Application in Form no. 2, duly completed along with the renewal fees. 

Q. After how many days of issue of learners licence can one appear for driving test? 
Ans. After 30 days. 

Q. What are the formalities for applying for a driving licence? 
Ans. Application in Form no. 4 accompanied by an effective learners licence, three copies of recent passport size photographs, driving test fee and a driving certificate in form 5 issued by motor training school, if any.

Q. Who is the officer authorized to take driving test? 
Ans. Inspector of motor vehicles. 

Q. What is the syllabus for driving test? 
Ans. The applicant shall satisfy the person conducting the test that he is able to:-
a) Adjust rear-view mirror.
b) Take suitable precautions before starting the engine.
c) Move away safely and smoothly straight ahead at an angle, while at the same time displaying proper signal for the on coming traffic and also engaging all gears until the top gear is reached.
d) To change to the lower gears quickly from the top when the traffic conditions warrant such change.
e) Change quickly to lower gears when driving downhill.
f) Stop and restart the vehicle on the steep upward incline making proper use of the hand brake or of the throttle and the foot brake without any rolling back, turn righ and left corners correctly and make use of rear view mirror before signaling.
g) Overtake, allow to be overtaken, meet or cover the path of other vehicles safely and take appropriate course of the road with proper caution giving appropriate signal.
h) Give appropriate traffice signals at appropriate time, in clear and unmistakable manner by hand or by electrical indicator fitted to the vehicle.
i) Change the lanes with proper signals and with due care.
j) Stop the vehicle in an emergency and otherwise, and in the latter case, bring it to rest at an appropriate course on the road safely, giving appropriate signals.
k) In case of a vehicle having a reverse gear, driving the vehicle backwards, reverse it into a limited opening either to the right or left under control and with reasonable accuracy.
l) Cause the vehicle to face in the opposite direction by means of forward and reverse gears.
m) Take correct and prompt action on the signals given by traffic signs, traffic lights, traffic controllers, policemen and take appropriate action on signs given by other road users.
n) Act correctly at pedestrian crossing, which is not regulated by traffic lights or traffic police, giving preference to persons crossing the road.
o) Keep well to the left in normal driving.
p) Regulate speed to suit varying road traffic conditions.
q) Demonstrate general control of the vehicle by confident steering and smooth gear changing and braking as and when necessary.
r) Make proper use of the rear view mirror before signaling, beginning manoeuring, moving away, altering the course to overtake, turning right or stopping.
s) Use proper side when driving straight, turning right, turning left and at junction of the road.
t) Make proper use of the accelerator, clutch, gear, brakes (hand and foot), steering and horn.
u) Anticipate the action of pedestrians, drivers of other vehicles and cyclists.
v) Take precaution at cross roads and on road junctions with regards to:-
i) adjustments of speed on approach.
ii) Proper use of rear view mirror.
iii) correct positioning of the vehicle before and after turning to the right or left.
iv) avoidance of cutting right-hand corners.
v) looking right, left and right-hand and right again before crossing or emerging.
w) Concentrate in driving without his attention being distracted and to demonstrate the presence of mind.
x) Show courtesy and consideration for the safety and convenience of other road users, such as pedestrians, drivers of motor vehicles or cyclists.

RULES & PROCEDURE FOR DRIVING LICENSE

Q. What happens to candidates who have failed in driving test or retest?
Ans. Failed candidates can appear for the test only after 7 days on payment of test fees. 

Q. Can any applicant who has been tested and passed by testing officer be required to be retested by Licensing Authority?
Ans. Yes, and only those who pass in retest are finally declared passed by Licensing Authority. 

Q. When can a licence be issued? 
Ans. When a person has been finally declared passed in driving test, he can be issued Driving Licence. 

Q. What is the extent and validity of the driving licence? 
Ans. Driving licence is valid throughout India for a period not exceeding 20 years or till the applicant attains 50 years of age, whichever is earlier. For the applicants who have attained 50 years of age, validity is for 5 years. In case of transport licence the validity is 3 years. 

Q. Can the applicant aggrieved by refusal order of learners licence or driving licence prefer an appeal? If yes, to which authority? 
Ans. Yes, the appellate authority is Transport Commissioner. 

Q. Within how many days the applicant aggrieved by refusal order for the grant of a learners licence/driving licence can prefer a appeal?
Ans. Within 30 days of service of refusal Order.

The driving test has made our roads much safer. In 1934 there were only 2.5 million vehicles on Britain’s roads, and 7,343 people were killed in road accidents. However, by 2004 there were over 30 million vehicles and the Department of Transport report on road casualties (2004) quoted only 3,221 fatalities.
